Mukhthar should tender a public apology for his uncharacteristic behaviour. It is totally unwarranted, unmitigated and unworthy of a former national team player. Of all people he should know better, that being an iconic figure of dhivehi football he is obliged to maintain certain etiquette not only off the field but also on the field. Even if in the heat of the moment he must restrain himself, not give into the beasty instincts. It is unworthy of his status, undignified, below the belt. It will dent his image, his status as a role model for youngsters trying to emulate his feat at international level. So a quick apology all the better.

Yes, certainly. A public apology would, in fact, have more of an impact on the future stars looking for a role model, than a hefty fine would.
